Lead Hazard Owner Registration & Exemptions

All owners of residential buildings constructed prior to or during 1978 must complete this form. This includes single-family homes, 2-family homes, multiple-family homes, apartment buildings, mixed commercial-residential buildings, townhouses, and condominiums. Pre-1978 buildings with residential rentals must have at least one Lead Hazard Evaluation before July 2024, or upon tenant turnover, whichever is earlier.

Owners of properties that are exempt from requiring Lead Hazard Evaluations must also complete this form, check that it is exempt, and check the reason that it is exempt in the tab marked “Exemption Details”. There is no fee to file this form if the property is exempt. Reasons for exemption include:

  • The dwelling was constructed after 1978.
  • The dwelling is a seasonal rental for less than 6 months a year, and with non-consecutive tenants.
  • The dwelling has a “Lead-Free” certificate.
  • The dwelling is registered with NJDCA for at least 10 years, with no outstanding lead violations during the most recent .cyclical NJDCA inspection.
  • No portion of the property is used as a residential rental dwelling, nor will be in the immediate future (this includes dwellings that are only owner-occupied, and/or occupied only by non-tenant family members).

Fire in Linden NJ Successfully Extinguished

Linden’s Fire Department successfully extinguished a horrific fire this morning, which took place on Gesner Street earlier this morning. The fire is out at this time. Specific information as to circumstances that led to the fire and other details are not currently available due to an ongoing investigation. The home has been secured, and is currently listed as an unsafe structure not fit for occupancy until properly remediated, which based on the damage is likely to be extensive.

“What happened this morning is just absolutely dreadful,” said Mayor Derek Armstead. “Thankfully, due to the fast response time provided by our Fire Department, I am pleased to report that this fire claimed no lives.”

While fighting the fire, one of Linden’s bravest almost fell through the second floor of the structure. An initial visual inspection of the interior obtained anonymously indicates that certain critical supporting physical structures were removed, including the staircase to the second floor and possibly supporting beams. “We are aware that the home in question had electrical work and construction work for which there are no permits on file,” said Mayor Armstead

This is deeply concerning, as this illegal work may very well prove to be responsible for creating this disaster in which a firefighter could have been severely injured, or even lost his or her life.” said Mayor Armstead. “While we will get to the bottom of this once the Fire Department has completed their investigation, the most important thing here is to not make the same mistake twice. Let me make myself perfectly clear; the City of Linden will not tolerate the violation of any construction, fire, zoning or planning board regulations, which are designed to preserve and protect property and lives,” said Mayor Armstead.

Linden NJ Health Officer Named NJBIZ 2023 Public Health Hero

Health Officer Aimee Puluso of Linden, NJ Recognized by NJBIZ for Excellence in Public Health and Awarded as a 2023 Healthcare Hero in Public Health

Linden, New Jersey, May 18, 2023 – The NJBIZ Healthcare Heroes awards recognize deserving professionals across twelve categories who have a significant impact on health quality in the State of New Jersey. On May 12, NJBIZ announced the winners, which include Aimee Puluso, the Health Officer of the City of Linden, NJ. Horizon Blue Cross Blue Shield of New Jersey is presenting the award gala this year on June 27th.

“When I first met Ms. Puluso, I knew she had the credentials, the experience, and the proactive work ethic to revamp our Health Department and make it one of the best in the State of New Jersey. And so she has,” said Linden’s Mayor Derek Armstead. Ms. Puluso became Linden’s Health Officer in 2021, shortly after the pandemic began. During the pandemic she worked tirelessly with Mayor Armstead and safely hosted dozens of clinics, events, and informational sessions for Linden and Union County residents.

“I’m both humbled and honored to be recognized with this award. All of my team members in the Health Department help contribute to our department’s excellence, and I see this award as a reflection of them as much as it is of me. While health professionals all work diligently because we believe in the work, and not for awards, it is certainly both personally and professionally satisfying to be recognized.” said Ms. Puluso

Ms. Puluso has over 25 years of experience in local environmental and public health in New Jersey as both a Registered Environmental Health Specialist, and as the Health Officer of the City of Linden Health Department. Ms. Puluso has presented educational seminars at municipal and state conferences, and teaches Public Health Law and Ethics at Rutgers University as a part-time lecturer. She has volunteered for and chaired several New Jersey environmental and public health committees, task forces, and advisory boards, is a 2019 graduate of the Leadership Morris Institute, and is the published author of the New Jersey Environmental Health Association’s 2014 R.E.H.S. Workforce Assessment. She is the recipient of several state and national awards and honors, is both a Past President and the current Treasurer of the New Jersey Environmental Health Association, and is the President of both the Union County Health Officers Association and Union County Public Health Partnership.
