Public Notice for Request for Qualifications for Psychological Services

Public Notice for the Request for Qualifications of Professional Service Contracts beginning January 1, 2025. Notice is hereby given that in accordance with N.J.S.A. 19:44-20.5 et seq. through a fair and open process, the City of Linden is requesting sealed submissions for Professional Service Contracts. Sealed submissions will be received by the Purchasing Agent, Jessica L. Slawinski, of the City of Linden, on Tuesday, December 3, 2024 at 10:30 A.M. prevailing time, in the 1st Floor Purchasing Department, City Hall, City of Linden, 301 North Wood Avenue, Linden, NJ 07036 then publicly opened and read aloud for the following:

  1. Psychological Services

Proposals must be submitted in a sealed envelope clearly marked REQUEST FOR QUALIFICATIONS, for (Position Number as Listed Above, Name of Position) and bearing the name and address of the proposer on outside; addressed to the Purchasing Agent, Jessica L. Slawinski, City of Linden, City Hall, Purchasing Department, 301 North Wood Avenue, 1st Floor, Linden, NJ 07036. 

Standardized submission requirements and selection criteria are on file and available in the Purchasing Department, City Hall, 301 North Wood Avenue, Linden, NJ 07036.

In addition to full compliance with N.J.S.A. 19:44A-20.4 et. seq. (“Pay To Play”), individuals or firms awarded contracts under these procedures will be required to comply with the requirements of N.J.S.A. 52:32-44 (Business Registration of Public Contractors), 42 U.S.C. Section 12101 et. seq. (Americans with Disabilities Act of 1990), N.J.S.A. 10:5-31 et seq. And N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contracts)

Any RFQ Addenda will be issued on the website and processed in accordance with N.J.S.A. 40A11-23(c)(1).  All interested respondents should check the website from now through RFQ opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement.   

Submission by Corporations and Partnerships shall include a completed Disclosure of Ownership form (N.J.S.A. 52:25-24.2) and shall include a completed Non-Collusion Affidavit.

The City of Linden reserves the right to reject any or all submissions due to any defects of waive informalities and accept any submissions that in their judgment will be in the best interest of the City of Linden. The City of Linden shall award the contract or reject all submissions no later than 60 days from receipt of the same.

Please be advised that Addendum #1 for the above-mentioned bid has been issued and is now an integral part of the bid specification. Any bids received that do not properly acknowledge this addendum will be deemed non-responsive and be rejected in their entirety. Anyone who has already submitted a bid can pick up their bid package from the City of Linden’s Purchasing Department with proof of identification. Copies of the addenda are available in the Office of Purchasing, 301 North Wood Avenue, Linden, NJ 07036 or by calling the office at 908-474-8444 during normal workdays between 9:00 am and 4:00pm. Evidence of the City of Linden’s compliance to N.J.S.A. 40A:11-23 is on file in the Purchasing Department.

Public Notice for New Jersey Department of Transportation FY 2023 Municipal Aid Program for LA-2023 East Baltimore Avenue, Chandler Avenue, and Orchard Terrace Improvements in the City of Linden Bid

Public Notice: Sealed Bids will be received by the Purchasing Agent of the City of Linden, at the City Hall, 301 North Wood Avenue, in the Council Conference Room, 2nd floor of Linden City Hall on Tuesday, November 26, 2024 at 10:00 AM prevailing time for the following described work:

  • New Jersey Department of Transportation FY 2023 Municipal Aid Program for LA-2023  East Baltimore Avenue, Chandler Avenue, and Orchard Terrace Improvements in the City of Linden

The work consists of 23,338 sy milling less than 3”, 2,754 tons hma pavement, 2,549 lf vertical concrete curb, 12 manhole casting/cover replacements, 1 manhole casting/cover resets, 14 reconstruct inlets, 5 bicycle safe grates, 8 curb piece, 414 sy 4-inch concrete sidewalk, and 22.3 sy detectable warning surfaces for handicap accessible ramps.

Plans and Specifications are on file in the Office of the Purchasing Agent; Linden City Hall, 301 North Wood Avenue, 1st Floor, Linden, New Jersey 07036.

A fee of $20.00 will be charged for each electronic file set of Plans and Specifications sent via email. Electronic requests should be sent by email here, or by calling the Purchasing Department at 908-474-8444.

Bids must be submitted individually in a sealed envelope clearly marked per the contract listed above bearing the name and address of the Bidder on outside; addressed to the Purchasing Agent, City of Linden, City Hall, 301 N. Wood Avenue, Linden, New Jersey 07036, and be accompanied by a BID BOND or CERTIFIED CHECK made payable to the City of Linden, in the amount of ten percent (10%) of the total bid to secure performance.

All bidders shall conform to the intention and provisions of Affirmative Action in Public Contracts Laws of State of New Jersey R.S. 10:2-1 of 7/23/75, Assembly Bill No. 2227.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

Council reserves the right to reject any and all bids should it be in the interest of the City to do so.

The following bid has been canceled and will be reissued on Friday, November 15, 2024. Any one who has received bid documents, will be resent new specifications. The new bid date will be on Tuesday, November 26, 2024 at 10am in the Council Conference Room, second floor of Linden City Hall, 301 North Wood Avenue, Linden, NJ 07036.

Operation Green Light Initiative

As Veterans Day approaches, the Transportation and Properties Division of the City of Linden has Illuminated City Hall, The John T. Gregorio Center and the Linden Multi-Purpose center in green lighting as part of the Operation Green Light Initiative.  Lighting the buildings in green lets our Veterans know that they are seen, appreciated and supported. Aries & the City of Linden – Saving Planet Earth

Aries Clean Technologies, a leader in biosolids gasification, announced that its facility in Linden, New Jersey, has demonstrated extended stable operations. Rather than the traditional landfill or incineration approach to disposing of wastewater sludge, Aries’ fluidized bed gasification captures the energy in the biosolids to power the plant’s drying process. This circular method reduces local pollution, improves the region’s carbon footprint, and creates cleaner communities across the metropolitan New York and New Jersey area. Watch this video to hear from Mayor Derek Armstead and from Aries personnel about this critical project, and how this and similar efforts are helping to save Planet Earth.

Veteran’s Day Services

On Veteran’s Day, November 11, 2024, the Linden Veteran’s Council will be honoring “Our Veteran’s”. Residents are encouraged to attend the Veteran’s Grave and Wreath Placement Ceremony. The American Legion Post 102 will be the host post. In attendance will also be the Veterans of Foreign Wars Post 1397, Marine Corp League, Catholic War Veterans and Vietnam Veterans of America.

  • What: Veteran’s Day Services. The Linden Veteran’s Council will be honoring “Our Veteran’s.” Residents are encouraged to attend the Veteran’s Grave and Wreath Placement Ceremony.
  • When & Where: Assemble at 8:30am at the Linden American Legion Post #112, which is located at 112 West Elizabeth Avenue. Program will conclude at 12pm. Residents are invited to meet the Veterans entourage at a specific Monument listed in the event schedule or to join the Veterans escorted entourage from the American Legion Hall to visit all the City Monuments.

Fourth Annual Rec’s-Giving

Mayor Derek Armstead, the City of Linden and the Department of Parks & Recreation invite you to attend the fourth annual Rec’s-Giving! Meals will be grab-and-go.

Mayor Derek Armstead, the City of Linden, and the Department of Parks & Recreation invites you, our community, to come out and share your ideas on how the City can improve and conserve its 37 parks and 258 acres of open space for residents to enjoy for years to come.

The City of Linden invites you, our community, to come out and share your ideas on how the City can improve and conserve its 37 parks and 258 acres of open space for residents to enjoy for years to come. Ward residents of the scheduled meetings are encouraged to attend. During the months of November and December, we will host public meetings to discuss your ward parks and open spaces. A municipal wide Park Master Plan creates a road map inclusive of community input for city administrators to follow, when short, mid and long term park improvements plans are discussed. Come and be heard. Additional ward discussion will be scheduled at later dates. Hope to see you there, limited light refreshments will be served.
