2026 Public Notice for the Request for Qualifications of Professional Service Contracts Beginning March 1, 2026 for Court Reporting Services

PUBLIC NOTICE IS HEREBY GIVEN for the request for qualifications of professional service contracts beginning March 1, 2026.

All solicitations may ONLY be obtained on the City of Linden’s eProcurement portal at 

https://app.munivendor.com

  • Sealed offers shall be submitted via the City of Linden’s eProcurement portal https://app.munivendor.com up to and until Friday, February 13, 2026 at 11:00 A.M. (prevailing time). The City’s eProcurement portal will not enable any submissions for these solicitations after Friday, February 13, 2026 at 11:00 A.M.
  • Only offers submitted through the MuniVendor eProcurement portal at https://app.munivendor.com will be accepted. No physical, manual, paper, nor any other type of electronic response type will be accepted.
  • Offerors (respondents, prospective vendors, etc.) may sign up for MuniVendor by going to https://app.munivendor.com/signup
  • Available solicitations will go live on the MuniVendor platform this morning at 11:00 A.M.

Offerors are required to comply with N.J.S.A. 10:5-31, et seq., P.L. 1975, c. 127, N.J.A.C. 17:27-1 et seq., and all other applicable laws, regulations, or ordinances concerning affirmative action goals and equal employment opportunity.

The City of Linden reserves the right to reject any and all proposals in accordance with N.J.S.A. 40A:11-4, 40A:11-13.2 and 40A:11-23.2, and waive minor informalities not considered material defects under N.J.S.A. 40A:11-1, et seq.

The City of Linden will conduct and broadcast the bid opening in real time at Linden City Hall, 301 North Wood Avenue in the Council Conference Room, 2nd Floor of Linden City Hall. Offerors and the public have the option of remotely viewing the offer opening through a Google Meet conference with visual and audio capability. Offerors may join the virtual bid opening on Friday, February 13, 2026 at 11:00 A.M. by going to https://meet.google.com/aei-fiva-dps

Hackers have been attempting to impersonate Linden Planning and Zoning Board officials to fraudulently solicit payments from applicants. Please remember that all City of Linden email addresses end in @linden-nj.gov. If you receive a suspicious request, do NOT respond, and do NOT send money. Instead, immediately contact our offices directly using a verified phone number or email address from our official website to confirm legitimacy.

Storm Recovery Update for January 30, 2026

Our Public Works crews continue their critical recovery efforts from the recent storm. The safety of our children is our top priority. Crews are currently focused on clearing all school zones, including:

  • Student drop-off and pickup areas.
  • Crosswalks, corners, and crossing guard stations to ensure safe passage.
  • Applying salt to mitigate ice in these key locations.

Our teams are concurrently widening intersections, beginning with Wood Avenue, to improve traffic flow and visibility.

Once all school zones are secure, we will shift our full efforts to clearing snow from residential street corners and intersections across the City to ease congestion for all drivers.

We have already addressed snow removal operations at the John T Gregorio Center (JTG) on 330 Helen Street, and the Linden Multipurpose Center (LMPC) building located at 1026 John Street. Snow removal operations at the Police Athletic League (PAL) building located at 400 Maple Avenue are currently underway.

To assist our crews and ensure a full recovery, please park in driveways whenever possible. We also remind residents not to shovel or discard snow into the street, as this creates hazards and impedes plowing and snow removal operations.

There Are Plenty of Phish in This Sea!

Phishing remains one of the top attack vectors that hackers use to compromise accounts, steal credentials, gain remote access, and steal financial information. These email and SMS-based attacks are easy to distribute at scale and require little personalization, making them a commonly used tactic. Phishing attacks can now range from simple emails, to multi-stage campaigns that use artificial intelligence (AI) and imitate trusted brands.

For example, in a recent vishing campaign, hackers uses a phishing kit to create a custom phishing page, spoof the company’s IT help desk phone number, and contact a target! By spoofing a trusted phone number, hackers can impersonate the help desk to trick users into entering their credentials on a phishing page, while the phishing kit enables them to control what the target sees in real time.

In another campaign, hackers abused trusted services by sending phishing emails that include links to SharePoint, Google Drive, and OneDrive from compromised email addresses. These links enable hackers to deliver malicious payloads or steal credentials and can go undetected by email security systems.

What to do?

  • ALWAYS exercise caution with communications from ANY senders, even those that appear to originate from legitimate platforms.
  • Confirm requests from senders via contact information obtained from verified and official sources before taking action, such as clicking on links or opening attachments.
  • Navigate directly to legitimate websites (instead of clicking on links embedded in emails) and verify them before submitting account credentials, providing personal or financial information, or downloading files.
  • Users who submitted credit card information to suspicious webpages are advised to contact their banking institutions to report the fraudulent purchases immediately.
  • Enable MFA and keep systems and browsers up to date.
  • If you believe you’ve been victimized, disconnect the potentially infected device(s) from the Internet and run anti-virus/anti-malware scans.
  • If sensitive information was entered, then change passwords for compromised accounts, monitor for unauthorized activity, and review the Identity Theft and Compromised PII NJCCIC Informational Report for additional recommendations and resources, including credit freezes.
  • If you are a Linden resident, then report malicious cyber activity to the Linden Police Department, as well as the NJCCIC and the FBI’s IC3.

Did you know that the oldest man in America lives in Linden?

City of Linden Celebrates Luis Cano, Nation’s Oldest Man

Linden is proud to announce that resident Luis Cano has been formally recognized by the global organization LongeviQuest as the oldest known living man in the United States at 111 years old.

Mayor Derek Armstead presented an official proclamation at a family gathering for Mr. Cano, who was born in Colombia in 1914. He immigrated to the United States in 1990 and has lived in Linden for over 30 years.

“It is an honor for Linden to be the home of a national treasure like Mr. Cano,” said Mayor Armstead. “His extraordinary life of resilience and family is an inspiration to our entire community.”

Mr. Cano credits his longevity to simple habits: a diet of vegetables and beans, never smoking or drinking, and decades of gardening and physical work. He is a veteran of the Colombian Army and a father to ten children, with a large and loving extended family.

The City of Linden congratulates Mr. Luis Cano on this remarkable milestone and is grateful to call him a resident!

The oldest known living person in the United States remains Naomi Whitehead, 115, of Greenville, Pennsylvania.

Notice regarding Compliance with new Requirements for Online Public Notices Changes Effective as of January 1, 2026

The City of Linden website is in compliance with changes regarding the publication requirements for official public notices specified in P.L. 2025, c. 72.

Starting on January 1, 2026, local governments (municipalities, counties, boards of education, and special districts) must publish public notices twice a month through December 31, 2026. The public notice must include the link to the municipality’s webpage for official notices. The notice must include complete text that each legal notice of the local government may be obtained or viewed on the public entity’s official website and provide the hyperlink.

The local City of Linden link to the official public notices page is linden-nj.gov/notices. This same message is also in the City of Linden official Notices page, and will reappear every two weeks in the Notices page throughout 2026, as per the requirements specified in P.L. 2025, c. 72.

The notices must also include a hyperlink to the Secretary of State’s public notice webpage. Currently that hyperlink is not available as the Secretary of State has until March 1, 2026, to establish the website. The new law took into account that the State’s webpage may not be available by January 1 and includes language that until the Secretary of State’s legal notices webpage is available a local government will be deemed to satisfy this new requirement as long as they published a notice with the local government link.

The City of Linden will continue to monitor the status of the Secretary of State’s public notice webpage and will provide the link once it is available.

Starting on March 1, 2026, local governments must publish their legal notices on their official websites. This, however, does not prohibit local governments from using print publications in addition to publishing notices on their official websites. A municipality may publish legal notices in a print or online newspaper if they choose, but they still must publish them on their municipal website. If a local unit uses an online news publication, it must prominently display a hyperlink on its website to the online news publication. Online newspapers must publish any legal notices they receive within 24 hours of receipt.

When the City of Linden publishes notices in print publications, that publication will also include the official City of Linden notices link, which is linden-nj.gov/notices.

The local government’s official website must be accessible, free of charge, with the items conspicuously placed on the website. Notices must be displayed for at least one week, or other time period as required by law, before transferring the notice to the archive. The notices must be archived for at least one year. The archive is not subject to the records retention schedule established by the State Records Committee or the Destruction of Public Records law. 

As per P.L. 2025, c. 72, notices published will always remain active for at least one week or other time period as required by law before transferring the notice to the archive. Archives will be saved for at least one full year.

FIFA World Cup 2026 Cyber Threat and Risk Outlook

The FIFA World Cup 2026 will span 16 venues across the United States, Mexico, and Canada, with matches running for 39 days from June 11 to July 19. MetLife Stadium in East Rutherford, New Jersey, will host eight matches, including the Tournament final.

Major international sporting events have become prime targets for cyber threat actors, as evidenced by attacks on the FIFA World Cup 2022 in Qatar, UEFA Euro 2024 in Germany, the 2024 Summer Olympics in Paris, and other past global events. Historical cyber threat activity targeting global events including (but not limited to) malware infection (including destructive wiper malware), distributed denial-of-service (DDOS) attacks, phishing campaigns, malicious mobile applications, fraudulent ticketing websites, account credential exposure, unauthorized access, ransomware attacks, Deepfake AI-generated content, disinformation campaigns, and more.

As early as August 2025, there have been a surge in domain registrations tied to the upcoming FIFA World Cup 2026. These domains, often masquerading as legitimate ticketing portals, merchandise outlets, or live-stream platforms, serve as precursors to cyber campaigns designed to harvest credentials, distribute malware, and siphon financial data.

It is likely that cyber threat activity related to the FIFA World Cup 2026 will be similar to observed activity during previous global events, with social engineering schemes, ransomware attacks, and nation-state targeting. Deepfake technology and other AI-generated content may be used to spread disinformation, cause confusion, incite panic, or attempt to exercise political influence. While the match venues are potential targets of cyber threats, threat actors may also target critical infrastructure supporting the World Cup, such as energy and water utilities, to impact the tournament or as part of a larger cyber operation.

Linden residents should be on high alert for FIFA World Cup 2026 scams, including fake ticket sales, counterfeit merchandise, and phishing attempts. Protect yourself by only using official, verified websites for any purchases or information, and never click on links from unsolicited emails or texts.
