Notice regarding Compliance with new Requirements for Online Public Notices Changes Effective as of January 1, 2026

The City of Linden website is in compliance with changes regarding the publication requirements for official public notices specified in P.L. 2025, c. 72.

Starting on January 1, 2026, local governments (municipalities, counties, boards of education, and special districts) must publish public notices twice a month through December 31, 2026. The public notice must include the link to the municipality’s webpage for official notices. The notice must include complete text that each legal notice of the local government may be obtained or viewed on the public entity’s official website and provide the hyperlink.

The local City of Linden link to the official public notices page is linden-nj.gov/notices. This same message is also in the City of Linden official Notices page, and will reappear every two weeks in the Notices page throughout 2026, as per the requirements specified in P.L. 2025, c. 72.

The notices must also include a hyperlink to the Secretary of State’s public notice webpage. Currently that hyperlink is not available as the Secretary of State has until March 1, 2026, to establish the website. The new law took into account that the State’s webpage may not be available by January 1 and includes language that until the Secretary of State’s legal notices webpage is available a local government will be deemed to satisfy this new requirement as long as they published a notice with the local government link.

The City of Linden will continue to monitor the status of the Secretary of State’s public notice webpage and will provide the link once it is available.

Starting on March 1, 2026, local governments must publish their legal notices on their official websites. This, however, does not prohibit local governments from using print publications in addition to publishing notices on their official websites. A municipality may publish legal notices in a print or online newspaper if they choose, but they still must publish them on their municipal website. If a local unit uses an online news publication, it must prominently display a hyperlink on its website to the online news publication. Online newspapers must publish any legal notices they receive within 24 hours of receipt.

When the City of Linden publishes notices in print publications, that publication will also include the official City of Linden notices link, which is linden-nj.gov/notices.

The local government’s official website must be accessible, free of charge, with the items conspicuously placed on the website. Notices must be displayed for at least one week, or other time period as required by law, before transferring the notice to the archive. The notices must be archived for at least one year. The archive is not subject to the records retention schedule established by the State Records Committee or the Destruction of Public Records law. 

As per P.L. 2025, c. 72, notices published will always remain active for at least one week or other time period as required by law before transferring the notice to the archive. Archives will be saved for at least one full year.

2026 Public Notice for the Request for Qualifications of Professional Service Contracts Beginning March 1, 2026 for Court Reporting Services

PUBLIC NOTICE IS HEREBY GIVEN for the request for qualifications of professional service contracts beginning March 1, 2026.

All solicitations may ONLY be obtained on the City of Linden’s eProcurement portal at 

https://app.munivendor.com

  • Sealed offers shall be submitted via the City of Linden’s eProcurement portal https://app.munivendor.com up to and until Friday, February 13, 2026 at 11:00 A.M. (prevailing time). The City’s eProcurement portal will not enable any submissions for these solicitations after Friday, February 13, 2026 at 11:00 A.M.
  • Only offers submitted through the MuniVendor eProcurement portal at https://app.munivendor.com will be accepted. No physical, manual, paper, nor any other type of electronic response type will be accepted.
  • Offerors (respondents, prospective vendors, etc.) may sign up for MuniVendor by going to https://app.munivendor.com/signup
  • Available solicitations will go live on the MuniVendor platform this morning at 11:00 A.M.

Offerors are required to comply with N.J.S.A. 10:5-31, et seq., P.L. 1975, c. 127, N.J.A.C. 17:27-1 et seq., and all other applicable laws, regulations, or ordinances concerning affirmative action goals and equal employment opportunity.

The City of Linden reserves the right to reject any and all proposals in accordance with N.J.S.A. 40A:11-4, 40A:11-13.2 and 40A:11-23.2, and waive minor informalities not considered material defects under N.J.S.A. 40A:11-1, et seq.

The City of Linden will conduct and broadcast the bid opening in real time at Linden City Hall, 301 North Wood Avenue in the Council Conference Room, 2nd Floor of Linden City Hall. Offerors and the public have the option of remotely viewing the offer opening through a Google Meet conference with visual and audio capability. 2026 Public Notice for the Request for Proposals for Stormwater Downchute Restorations at the City Of Linden Landfill

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Linden (City) on Tuesday, March 10, 2026. at 10am, prevailing time at Linden City Hall, 301 North Wood Avenue, Linden, NJ, 07036 in the 2nd Floor Council Caucus Room, at which time and place bids will be publicly opened and immediately read for:

STORMWATER DOWNCHUTE RESTORATIONS AT THE CITY OF LINDEN LANDFILL

The scope of work for the Stormwater Downchute Restorations includes the restoration of two (2) stormwater downchutes, involving but not limited to, clearing, grubbing, and desilting the existing downchutes, regrading, and installing erosion protections measures such as LLDPE liner, riprap, reno mattress, and gabion baskets at the City of Linden Landfill located at 1451 Lower Road in the City of Linden, Union County, New Jersey 07036. The two (2) downchutes are part of the final stormwater management system over the closed landfill. Substantial and Contract completion times are 90 days and 120 days, respectively, after Contract Time commences to run.

Bidders shall provide all personnel, supervision, services, labor, materials, tools, equipment, and supplies for including but not limited to i) Mobilization and demobilization; ii) All temporary and permanent soil erosion and sedimentation control devices; iii)) Pre-construction mark-out of proposed grades; iv) Earthwork required to restore the two (2) downchutes; and v) installation of erosion protection measures.

Specifications, instructions to bidders and proposal forms may be obtained at the offices of CME Associates, 1 Tower Center Blvd., 20th Floor, East Brunswick, NJ 08816 on or after Tuesday, January 27, 2026, between the hours of 9:00AM and 5:00PM, Monday through Friday, except legal holidays, for a non-refundable fee of $200.00 cash or by check payable to CME Associates will be required for each set of specifications. Bids will be made on the proposal form provided, in the manner designated therein and required in the specifications, enclosed in an opaque sealed envelope and plainly marked on the outside with the date, time and item being bid.

Each proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond for not less than 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the City of Linden. Successful bidder will be required to furnish a bond of a surety company, satisfactory to the City, in a sum equal to 100% of the total contract price.

A non-mandatory pre-bid conference will be held between prospective bidders, Engineer and Owner to review the proposed methods of complying with the requirements of the Contract Documents. The pre-bid conference will be held on Wednesday, February 11, 2026, at 10:00 A.M. at the City of Linden Landfill located at 1451 Lower Road in the City of Linden, Union County, New Jersey 07036. Any questions/clarifications must be submitted in writing no later than Wednesday, February 18, 2026.

All bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27) (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.). All bidders are further notified that they must comply with N.J.S.A. 52:25-24.2, and submit an Ownership Disclosure Statement with the bid. In
addition, all bidders must comply with P.L. 1999, c. 238- Public Works Contractor Registration Act and the contractor and all subcontractors must be registered in accordance with the Act.

The Owner reserves the right, in accordance with all applicable laws, to reject any or all bids, to waive any informalities, deviations, or omissions in any bid or all bids, and to award the contract to the bid which is found to be the lowest responsible, responsive bidder. Furthermore, the Owner may, in accordance with applicable laws, request written clarification of any aspect of a bid or bids where, in the Owner’s opinion, ambiguities exist. Except as allowed in N.J.S.A. 40A:11-23.3, no bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids.

Notice of Intent to Award Contract Under a National Cooperative Agreement

Notice of Intent to Award Contract under a National Cooperative Purchasing Agreement Contract for Cintas Corporation, 6800 Cintas Boulevard, Mason, OH 45040.

The City of Linden, in the County of Union and State of New Jersey, intends to award a contract to Cintas Corporation for citywide fire protection through the OMNIA Partners (OMNIA) contract## 001299, Workplace Solutions, with The University of Nebraska. Information regarding this contract may be found in the Office of the Purchasing Department, 301 North Wood Avenue, Linden, NJ 07036 during regular business hours or may be found at the OMNIA website.

The City of Linden is an authorized member of the OMNIA Partners program in a resolution adopted on November 9, 2021. The Initial Term for this contract is June 1, 2023 through May 31, 2028.

The contract price was established by OMNIA Partners original Request For Proposals# 3702-22-4618 and pursuant to its Customers Agreement Addendum No. 3 on April 8, 2025 for such in the amount not to exceed $130,000.00.

The City of Linden will utilize this contract from January 1, 2026-December 31, 2026.

Notice of Intent to Award Contract under a National Cooperative Purchasing Agreement Contract for the monthly lease of Zoll 3 Automatic Defibrillators, Monthly AED inspections, AED Electrode Pads & Batteries and Alarmed Metal AED Cabinets.

The City of Linden, in the County of Union and State of New Jersey, intends to participate in Sourcewell for the acquisition and leasing of Zoll 3 Automatic Defibrillators, Monthly Monitoring Maintenance and Medical Equipment. Information regarding this contract may be found in the Office of the Purchasing Department, 301 North Wood Avenue, Linden, NJ 07036 during regular business hours.

The City of Linden is an authorized member of Sourcewell program in a resolution adopted on August 18, 2015. It is the intent of the City of Linden to lease of Zoll 3 Automatic Defibrillators, Monthly Monitoring Maintenance and Medical Equipment from UniFirst First Aid Corporation d/b/a UniFirst First Aid and Safety, the authorized distributor using Sourcewell Contract# 041823-ZLL. This contract has an expiration date of June 30, 2027.

The contract price for the lease and maintenance was establishing by Sourcewell pursuant to its receipt of bids for such in the amount of $22,428.00.

The City of Linden will utilize this contract from January 1, 2026-December 31, 2026.

The City of Linden, in the County of Union and State of New Jersey, intends to participate in Sourcewell for the acquisition of Samsara Telematics Vehicle GPS and Maintenance. Information regarding this contract may be found in the Office of the Purchasing Department, 301 North Wood Avenue, Linden, NJ 07036 during regular business hours.

The City of Linden is an authorized member of Sourcewell program in a resolution adopted on August 18, 2015. It is the intent of the City of Linden to purchase Samsara Telematics Vehicle GPS and Maintenance from Samsara, Inc., the authorized distributor using Sourcewell Contract# 102924-SAM. The contract has an expiration date of April 23, 2029.

The contract price for the Samsara Telematics Vehicle GPS and Maintenance was established by Sourcewell pursuant to its receipt of bids for such in the amount of $18,503.35.

The City of Linden will utilize this contract from January 1, 2026-May 31, 2026.
