Notice for Request for Qualifications and Request for Proposals (RFQ/RFP) for BLOCK 496, LOT 3 (940 South Park Avenue) Redevelopment Area

Submission Due Date: November 7, 2022

The City is issuing this RFQ/RFP to assess the qualifications of developers interested in the acquisition and redevelopment of the Block 496, Lot 3 (“Redevelopment Area”) which is comprised of approximately .724 acres of unimproved land located along the south side of Park Avenue at its intersection with Bedle Place with additional frontage along Worth Avenue, in the City of Linden. The City is also seeking proposals for the proposed redevelopment of the Redevelopment Area and a proposal for the purchase of the Redevelopment Area from the City. The City is the owner of the Redevelopment Area parcel. The Redevelopment Area is a .724-acre vacant parcel of land located within the Redevelopment Area. The site has no preliminary or final site plan approvals in place.

As a result of the conditions within the Redevelopment Area, the City Council adopted a resolution designating the Redevelopment Area as an “area in need of redevelopment” under the Redevelopment Law, which designation would authorize the City Council to use all those powers permitted by the Redevelopment Law for use in a redevelopment area including the power of eminent domain. The City intends to utilize the powers granted to it under the Redevelopment Law to encourage and incentivize the revitalization of the Redevelopment Area, including the undertaking of this RFQ/RFP.
