2026 Public Notice for the Request for Proposals for Stormwater Downchute Restorations at the City Of Linden Landfill

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Linden (City) on Tuesday, March 10, 2026. at 10am, prevailing time at Linden City Hall, 301 North Wood Avenue,Linden, NJ, 07036 in the 2nd Floor Council Caucus Room, at which time and place bids will be publicly opened and immediately read for:

STORMWATER DOWNCHUTE RESTORATIONS

AT 

THE CITY OF LINDEN LANDFILL

The scope of work for the Stormwater Downchute Restorations includes the restoration of two (2) stormwater downchutes, involving but not limited to, clearing, grubbing, and desilting the existing downchutes, regrading, and installing erosion protections measures such as LLDPE liner, riprap, reno mattress, and gabion baskets at the City of Linden Landfill located at 1451 Lower Road in the City of Linden, Union County, New Jersey 07036. The two (2) downchutes are part of the final stormwater management system over the closed landfill. Substantial and Contract completion times are 90 days and 120 days, respectively, after Contract Time commences to run.

Bidders shall provide all personnel, supervision, services, labor, materials, tools, equipment, and supplies for including but not limited to i) Mobilization and demobilization; ii) All temporary and permanent soil erosion and sedimentation control devices; iii)) Pre-construction mark-out of proposed grades; iv) Earthwork required to restore the two (2) downchutes; and v) installation of erosion protection measures.

Specifications, instructions to bidders and proposal forms may be obtained at the offices of CME Associates, 1 Tower Center Blvd., 20th Floor, East Brunswick, NJ 08816 on or after Tuesday, January 27, 2026, between the hours of 9:00AM and 5:00PM, Monday through Friday, except legal holidays, for a non-refundable fee of $200.00 cash or by check payable to CME Associates will be required for each set of specifications. Bids will be made on the proposal form provided, in the manner designated therein and required in the specifications, enclosed in an opaque sealed envelope and plainly marked on the outside with the date, time and item being bid.

Each proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond for not less than 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the City of Linden. Successful bidder will be required to furnish a bond of a surety company, satisfactory to the City, in a sum equal to 100% of the total contract price.

A non-mandatory pre-bid conference will be held between prospective bidders, Engineer and Owner to review the proposed methods of complying with the requirements of the Contract Documents. The pre-bid conference will be held on Wednesday, February 11, 2026, at 10:00 A.M. at the City of Linden Landfill located at 1451 Lower Road in the City of Linden, Union County, New Jersey 07036. Any questions/clarifications must be submitted in writing no later than Wednesday, February 18, 2026.

All bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27) (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.). All bidders are further notified that they must comply with N.J.S.A. 52:25-24.2, and submit an Ownership Disclosure Statement with the bid. In
addition, all bidders must comply with P.L. 1999, c. 238- Public Works Contractor Registration Act and the contractor and all subcontractors must be registered in accordance with the Act.

The Owner reserves the right, in accordance with all applicable laws, to reject any or all bids, to waive any informalities, deviations, or omissions in any bid or all bids, and to award the contract to the bid which is found to be the lowest responsible, responsive bidder. Furthermore, the Owner may, in accordance with applicable laws, request written clarification of any aspect of a bid or bids where, in the Owner’s opinion, ambiguities exist. Except as allowed in N.J.S.A. 40A:11-23.3, no bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids.
